It is impossible to enumerate all the Girls' Secondary Schools in
England, but of the many hundreds of such schools under the Board of Educa-
tion, we do not know of one where the headmistress has not a university degree or the recognised equivalent qualifications. On the contrary, the tendency is, wherever possible, to appoint graduates to the headships of Central and Elementary as well as Secondary Schools.

3. A similar petition was made in February, 1932. Mr. Halifax, then then Colonial Secretary, stated in his reply, "Appointment to the post of Head- mistress of Belilios Public School and of senior mistresses is by selection, and the claims of graduates will be duly considered when vacancies occur. Five years have elapsed since then, and apparently this has been completely ignored, since during all that time these appointments have always been made by seniority. No graduate has been appointed headmistress of Belilios Public School, or to one of the senior posts. The headmistresses or acting mistresses have been Miss Skinner, Mrs. Stubbings, Mrs. Stark, and Mrs. Clark, all non-graduates. The senior posts have been held by Mrs. Stubbings, Mrs. Nightingale, Mrs. Morris, Miss Cooper, Miss Newsholme, Miss Hall, Mrs. Clark and Mrs. Stark.
Miss Cooper who was appointed by seniority'
to a senior post on January 1st, 1930, before the petition of February, 1932, is the only graduate to hold or ever have held a senior post.

In Hong Kong at present there are 29 mistresses (excluding the temporary mistresses) in the Education Department. Of these 14 are graduates and 15 non-graduates. Of the non-graduates 4 have no teaching qualifications which would be recognised by the Board of Education in London. They are, in fact, uncertificated teachers. These four are Miss Newsholme, Miss Buckwill, Miss Stuart and Miss Whitley. It would appear from the seniority list that
of these 14 graduates only two, Miss Hughes and Miss Marsh, have any prospect
